Assuming the file is at the root of your project, put the following inside your HTML <head></head>:

<link rel="icon" href="favicon.svg" type="image/svg+xml">

You can replace the 'Smiling Face with Smiling Eyes' emoji with any emoji you want. Just open the file in your text editor.
