I thought this case happened to every org ... we use a number of libraries and we always encourage students to improve them and submit changes to the maintainers. We've never officially adopted the libraries into GSoC, but we definitely contribute to other projects that we use and it's always worth it. New friends and such :-)
Our only rule is that the improvement must result in a benefit to our own project, i.e. the work doesn't end after working on the library - we expect that work on have an impact.
