I'll be happy to help you with this. Currently, the price does not factor in any transactional sales tax, including VAT. GitHub is responsible for remitting these taxes directly to the appropriate jurisdiction by the applicable tax laws.

If you are a business with a valid VAT number on file for your GitHub account, then the transaction is exempt from VAT and no VAT is included. Our VAT registration number is EU528001391. That is a general EU VAT number. We are registered as a single point of registration (SOR) in the Netherlands and pay out the VAT collecting jurisdictions via their portal.

Sorry for any confusion. We handle of lot of taxes on the back end here at GitHub. The intention is to make everything smoother for our users, but the resulting situation is not always the most intuitive thing to explain.

You were not charged any VAT. If you have not added a VAT number to your account, GitHub will be responsible for remiting the appropriate amount of tax to the appropriate jurisdiction at the end of the next fiscal quarter. If you have added a valid VAT number to your billing information than, the charge is exempt, and we won't be paying taxes on that charge.

The text of the receipt reads "VAT included, where applicable". It would actually be more accurate to say "VAT paid directly by GitHub, where applicable." I'm making a note of the confusing wording for our billing team. We may discuss modifying the wording to be clearer in the future. The takeaway for you is that you have not been charged VAT. If this was not a B2B transaction and VAT was owed, GitHub would have paid the charge.
