I would say that usage of the ^ and $ is not correct in this case as it would match ip address only in case it is all we have in the string. Here is the regexp which will match valid IP address(not valid usable, but valid from the RFC perspective) :

Does this regex have the same effect if I simply add a 0 ({,2} -> {0,2}) to all the {,number} strings?

I've tested this out and it seems match just the same:
