The purpose of this list is to automatically swap to your institution's proxy whenever it is needed to access journal subscriptions, but not for general browsing.
This requires the SwitchyOmega extension for Chrome/Chromium or Firefox. In the auto-switch profile, add the following URL under "Import online rule lists":

You need to enter your institution's proxy information into a profile ("proxy" by default).
