In Swift 4+ you can avoid the use of strtoul(), which is a C function, by changing decodeNumeric(string:base) to the following:

func decodeNumeric(string: String, base: Int) -> Character? {
	if let code = UInt32(string, radix: base), let unicodeScalar = UnicodeScalar(code) {
		return Character(unicodeScalar)
	}
	return nil
}

I have a problem with "&#xd". Everything works with "&#x" but not "&#xd".
Please help me.
