How to install eb cli (awsebcli) on Ubuntu 16.04

sudo apt-get update
sudo apt-get -y upgrade

sudo apt-get install python3-setuptools
sudo easy_install3 pip
pip -V
#pip 9.0.1 from /usr/local/lib/python3.5/dist-packages/pip-9.0.1-py3.5.egg (python 3.5)

sudo chown -R username:username ~/.local/
# add to ./*shrc
export PATH=$PATH:~/.local/bin/

pip install --upgrade --user awsebcli
eb --version
#EB CLI 3.10.1 (Python 2.7.1)

I had an issue with the certificate:
Download error on https://pypi.python.org/simple/: [SSL: CERTIFICATE_VERIFY_FAILED] certificate verify failed (_ssl.c:645)
but you can resolve it by updating the certificates update-ca-certificates and it's all done

This works perfectly.
