Why is this plan priced so low? It is competitive with budget plans that offer far less features and benefits. Is this a strategic loss-leader product for Google?

The only reason I can think of for pricing a cell phone plan so low with so many benefits is because Google has a history of tracking user's Internet usage with or without their consent. Is this just a scheme to gather Internet use behavior data for purposes of bolstering advertisement profiles?
