Proof of Republic Blockchain Consensus

Proof of Republic is based on the idea that a consensys should include as much spatial agreement 
and political agreement as possible similar to the electoria college of the Unites States. 

This takes into Account 2 main factors

-GPS Location
-Population Weight

GPS location can be found by measuring the speed it takes for data to travel between nodes. 
The speed it takes for data to travel around the world at the speed of light is known. 

Population can be defined by the number of nodes on the network. An equation can be defined to
create the relation between geography and population. At miniumum every continent on Earth should be 
represented in a unanimuous vote for a block. How the vote for that continent is determined locally by 
it's states and subdivided further by possibly the same algoritm. 

Ultimately this should create a consensus that is _fair_ to the most amount of people geographically
and in terms of popularity.
