Warning

This is an incomplete work-in-progress document

  1. Install GPG command line tool for Mac OS X using brew install gnupg or an equivalent. You can install all of GPG Suite, but you don't necessarily need more than the Homebrew package.
  2. Following the tutorial from Github, generate a 4096 bit RSA key (this is probably the default option); use your GDS email address
  3. For GDS users, if you used a non-GDS email address change the email on your key to GDS email
  4. Export the key in the terminal, using gpg --export -a <key_id>
  5. Copy the key (the whole thing, beginning with -----BEGIN PGP PUBLIC KEY BLOCK----- and ending with -----END PGP PUBLIC KEY BLOCK-----)

This will be my last official communication to you as Director of the New York Office of the High Commissioner for Human Rights.

I write at a moment of great anguish for the world, including for many of our colleagues. Once again, we are seeing a genocide unfolding before our eyes, and the Organization that we serve appears powerless to stop it. As someone who has investigated human rights in Palestine since the 1980s, lived in Gaza as a UN human rights advisor in the 1990s, and carried out several human rights missions to the country before and since, this is deeply personal to me.

Dear Owen

Thank you for writing to me about the horrific situation in Israel and Gaza.

We have all seen footage and heard reports of appalling human suffering in the past week which I will certainly never forget. Innocent men, women, and children dead, injured, tortured and taken hostage. I know that there are families in Cardiff Central who have been directly affected by what is happening and have lost family members. I mourn with them, and I also mourn the loss of every single civilian life.

I absolutely condemn Hamas’s appalling and ongoing attacks on Israel. There can never be a justification for terrorism. Hamas bears responsibility for this crisis. Both Palestinians and Israelis are suffering terribly because of Hamas’s actions which have set back the cause of peace.

I fully support Israel’s right to defend itself, rescue hostages and protect its civilians. Indeed, it has a duty to do so. Hamas must release its hostages immediately.

Dear all,

Thank you for your support in rolling out the editorial guidance on impartiality yesterday. This new guidance, and the rules around social media activity, are significant steps in renewing our commitment to impartiality and securing the trust our audience have in us.

There is one specific issue where I want to make sure that there is no room for misinterpretation, following inaccurate commentary and some feedback from staff — which is the ability to participate in Pride parades. There is no ban on attending Pride parades.

The guidance that we published yesterday made it very clear that staff outside of news and current affairs and factual journalism may attend marches, demonstrations and protests and private individuals. I have copied below the relevant extract of the guidance for reference.

There is a simple mathematical truth that would have caused alarm about the coronavirus pandemic if it had been more fully appreciated when it was first flagged up in reports from China in late January.
