GraphicsGale while no longer maintained is fully usable for pixel art and also free.

PikoPixel is barebones but straightforward, and available on Mac. It supports transparent pixels, which is nice, but probably wouldn't be optimal for animations.

you could probably use affinity photo instead of photoshop and its not a subscription.
