I'd like to provide a personal response regarding the recent issues. Firstly, I'd like to apologise on behalf of the community. I haven't had a chance to fully read everything that has happened, but it seems to be the same repeat case of your music being used without your permission. Every artist has their own views on this, and I respect your opinions.
While I've attempted to teach users the correct way of asking for permission before uploading content, it is clear that this is not working.
We want to improve things, and are going to make changes in the near future. The first change I want to make is to create a list of artists which have asked that their music is not used on osu!. For all artists on this list, the game will either disallow uploads, or force the user to confirm they have permission from the artist.
It is a hope that taking a more active approach to enforcing these rules will reduce stress for artists which are strongly against upload of their music. This isn't the final change we will be making, but hopefully a step in the correct direction.

今までユーザーに、コンテンツをアップロードする前に許可を求める正しい方法を教えるように色々試してきましたが、効果的でないことが明らかです。
僕たちは状況を改善したいと考えており、近い将来に変更を加える予定です。まずは、osu!で自分の音楽を使用しないで欲しいと要望したアーティストのリストを作成することです。このリストに記載されている全てのアーティストについては、ゲームはアップロードを（システム的に）拒否するか、アップロードを許っかする前に、ユーザーにアーティストからの許可を得ていることを確認することになります。
これらのルールを積極的に施行することで、音楽のアップロードを強く反対するアーティストのストレスが軽減されることを願っています。この変更が最後ではないと思いますが、少なくとも正しい方向への一歩になることを願います。
