Charter

Article I. Voting

All votes in this Charter shall have a set period, after which time the votes shall noted, the voting closes, and the result enacted if the quorum (if required) has been obtained.

If a quorum is required for a vote, that fraction of the active Electors must vote, whether for or against.

Any Elector shall be able to start the voting process.

Article II. The Electorate

The Electorate shall initially consist of all members having donated at least one United States Dollar, or equivalent in other currencies or Forum hosting.

The Electorate shall add to itself such members as meet the requirement above, or such requirement as the Electorate shall set, either monthly, or at such an interval as the Electorate shall set, or automatically.

The Electorate shall be able to expel one of its members by a vote of at least one-third of the entire Electorate, and a two-thirds majority in the vote. The period of this vote shall be seven days.

The Electorate shall be able to set the requirement for membership in the Electorate, in a vote with a period of ten days, a quorum of one-half, and a majority of two-thirds.

Electors who shall have not been active on the Forum software, or one of its other communication channels such as the IRC channel, for at least one month, shall be designated "inactive", and not be required for a quorum. They shall be reinstated at their request.

Electors shall be able to designate themselves "inactive".

The Electors shall be given an obvious mark of office in the Forum software.

Article III. The Owner

Section I. General Considerations

The Owner shall be an Elector.

The Owner shall be able to break ties in the voting of the Electorate.

The Owner shall be responsible for the orderly maintainance of the Forum, the appointment of Moderators and Admins, and directing the development of the Forum.

It shall be understood that the Owner is a figurehead, and does not own the Forum or the data stored in the Forum.

The Owner shall be given an obvious mark of office in the Forum software.

Section II. Changing the Owner

In such a case that the Owner is no longer capable of fulfilling his responsiblities, whether for time requirements or other demands, the Owner shall call for a special election to replace him, after the manner described in Section III.

At any time, the Electorate shall be able to remove the Owner by a vote of at least one-half of the entire Electorate, and a three-fourths majority in the vote. In such an event, the Owner shall maintain his office until his successor shall be appointed after the manner described in Section III.

Section III. Electing the Owner

A period of three days shall be allowed for official nominations for the position of Owner.

The Vote to elect an Owner shall have a period of ten days. There shall be no quorum required. Whichever Elector receives the most votes shall become the new Owner, whether or not he was nominated for this office, unless he shall decline the office.

In such a case, the office shall devolve upon the Elector with the second highest number of votes, and so on, untill an Owner shall be chosen. If no Elector receiving votes shall desire the office, the election shall be repeated.
