As for niemant er wet, I think this, given the surrounding text, might translate to no-one is to know, as in that it should be kept secret.

@ralphm I read it as niemand en wet, which is nobody knows (at least in flemish dialect ;-))

Agreed that it might indeed be ter contraie, although the use of ter in front of contraire was also a valid combination.
