Expands from the existing dotnet core aspnet 3.1 docker image (based on debian) and installs msttcorefonts #docker

Maybe this helps some people who need to run aspnet core with installed msttcorefonts. There are examples out there for ubuntu and alpine. This one builds upon the default mcr.microsoft.com/dotnet/core/aspnet:3.1 which is based on debian.

Could you share the contents of localfonts.conf?
