@ruebot: I just copy/pasted from the HE site for each ip range. If you click on the whois tab, you'll notice who it comes from (Government Telecommunications and Informatics Services). For the IBM specific one you mentioned, it seems IBM maintains it for the CRTC (http://bgp.he.net/net/199.246.240.0/24#_whois).

Similar deals have been made between Nova Scotia and IBM (Source: http://thechronicleherald.ca/business/166107-dexter-hails-ibm-plan-for-halifax-global-delivery-centre) where IBM has taken over the IT infrastructure for payroll, human resources, etc.
