The line (and probably adjacent lines) will identify some existing browser issue that jQuery must account for when providing an API for consistent browser/DOM programming semantics.

Thanks @mathiasbynens! That list helped me to reduce the existing issues to 110 items. 1 valid bug was filed for jQuery 2.x (so far) and 2 items are marked for reconfirmation.

If jQuery created a testcase every time it worked around a broken browser and submitted it to w3c/web-platform-tests it would (in the near future) get run on several major browsers as part of their CI systems. Vendors are also encouraged to make their test results public so I'm pretty sure that in the medium term future we could provide you with a continually updated list of all the testcases that you care about and their status in latest browser versions. This would help you remove hacks from your code as soon as they are no longer relevant and would be a great way for jQuery to promote interoperability on the web.
