What is the PRE_LOCK_IN state useful for? Since the upgrade is mandatory, it will always eventually go to LOCKED_IN, so PRE_LOCKED_IN seems redundant.

Would this BIP itself undergo an IsSuperMajority vote before BIP9 soft-forks can declare mandatory activation times? If not, this seems like a hard fork to me, for miners at least.
