Haven't got round to testing the blockquote formatting yet, but typically blockquotes should contain both the quoted material and the appropriate markup representing the semantics of the material - so the cite is correct, but the quote itself should be first wrapped in a paragraph element. The styling might need adjusting to take that into account.

@Rocketpilot, actually, so far as I know, <cite> is only used for the cited title of a work.
