When will Bitcoin Improvement Proposals 300 and 301 (BIP300/301), activating a Drivechain sidechain system, reach status 'Final' and lock in as network consensus rules?
Resolution Criteria:
* This question resolves as the date (UTC) when both BIP300 and BIP301, which specify a Drivechain sidechain system for Bitcoin, reach status "Final" on the Bitcoin GitHub repository (https://github.com/bitcoin/bips) and lock in as Bitcoin consensus rules.
* Activation is defined as the BIPs being merged into a Bitcoin Core release, and that release being run by >50% of reachable Bitcoin nodes on the network.
* This activates the new sidechain validation rules and allows sidechains to operate with the specified two-way peg system.
* If either BIP300 or BIP301 fails to activate by January 1, 2030, if the proposals are withdrawn or abandoned, or if Bitcoin Core development permanently ceases without the BIPs activating, this resolves as ">January 1, 2030".
