If you can't compile your TeX document because of font not found, you should install your user fonts System Wide by right-clicking the font files and selecting Install for all users.
From Windows 10 2018 October Update (1809), font files will be installed to %USERPROFILE%/AppData/Local/Microsoft/Windows/Fonts even if you copied your fonts to C:\Windows\fonts on Explorer.
Due to the change of installation path, programs like fc-cache or luaotfload-tool won't find your user fonts. To solve this missing font problem, you can install your fonts System Wide by right-clicking the font files and selecting Install for all users. (requires admin privilege). Other than that, you can add the path above to your TeX Live config. Unfortunately, I'm not a TeX expert so that I can't find how to do that.
