<p>Stanly County Schools has been awarded a $3.7 million, five-year grant from the Department of Education in partnership with Montgomery County Schools. The RESTORE grant will implement a multi-tiered system of support focusing on student behavior, academics and social-emotional learning. The funds will support five high-needs schools in each county. The grant took effect at the beginning of the month and will run through 2024.</p>

<p>Project Pawz, a pet rescue organization in New London, is taking steps to meet the demands of the North Carolina Department of Agriculture and Consumer Services Veterinary Division following an investigation into the group. Dr. Patricia Norris, director of the animal welfare section in the department’s veterinary division, sent a letter to Project Pawz Sept. 9 via owner Wendy Laney. An Animal Health Technician visited the location to try to inspect it but was turned away by Laney, according to the letter from Norris. “Until these facilities have valid AWS animal shelter certificates of registration, you may not operate them as animal shelters,” Norris wrote.</p>
<p>Laney said she disagreed with the department, saying she didn’t operate a public shelter and that the animals were on private property. Laney said the animals were well-cared-for, with an outdoor play space, plenty of water for drinking and cooling off and more. Laney said she told Blatche she knew she would not pass inspection since she was not trying to run a public shelter and was not trying to meet those standards.</p>

<p>A seafood processor and distributor will relocate from Charlotte to Concord. Concord City Council motioned to approve Inland Seafood’s move into an existing building in Concord. The facility, which says it is the “largest full-line processor and distributor of more than 2,000 fresh, frozen, smoked and specialty seafood items in the Southeast” will bring in about 100 jobs, however, most of those jobs will be transferred from Charlotte.</p>

<p>In Hickory’s Ward 3, a total of 60 votes were cast in the primary. Incumbent Danny Seaver was the top vote-getter with 28 votes. Nathan Hefner and Daria Jackson tied for second with 16 votes each. On Monday, a coin flip left Hefner as the winner. He didn’t get a seat on City Council, merely the right to face Seaver in a citywide vote in November. There were about as many people in the room for the coin flip as voted in the election. Jackson called “heads.” The coin came up “tails.” And Hefner’s campaign marched on.</p>

<p>Next to everyone has social media in today’s society, but it puts politicians in an odd situation. In 2017 there was a case in Virginia — Davison v. Loudoun County Board of Supervisors — where the federal court ruled that it is unlawful for elected officials to block any resident from their Facebook accounts because of “viewpoint discrimination.” But the account was a public account made for the elected official to connect with constituents as their elected official. Locally, Laurinburg Mayor Matthew Block has blocked people from his Facebook, causing many to claim he has broken federal law. Due to the account being used as a “tool for governance,” the liability fell to the board of supervisors — leading the city to potentially have some form of liability.</p>
<p>For current members of the Laurinburg City Council, it isn’t an overly concerning topic as it’s in the gray area of laws. “If there is a liability for the city, then I will be concerned,” said Councilmember James Garby. “I don’t know the statutes but I’m going to look into it now … it’s his personal Facebook page and it’s not up to me to police his account on what he’s doing.” While Councilmember Mary Evans added that she isn’t worried about it at this time because of it being in the middle ground. Federal law does say, however, that personal Facebook accounts being used to discuss government business would fall under the scope of the law and residents cannot be blocked.</p>

<p>The Professional Educator Preparation and Standards Commission (PEPSC) met last week for its monthly meeting and discussed a wide range of issues, including a newly-recognized accrediting organization for educator preparation programs, responses to passage of Senate Bill 621 regarding teacher licensure requirements, and further movement on an evaluation system for educator preparation programs that could now be subject to sanctions under House Bill 107. A highlight from the meeting was ground gained on a starting point for developing accountability standards for educator preparation programs (EPPs). The assessment and performance subcommittee of the commission met to further discuss design of an accountability model for EPPs to comply with House Bill 107, which was signed into law by Gov. Roy Cooper in July.</p>
<p>The subcommittee agreed on a starting point for developing the weighted model and set a timeline for completing the work. The deadline to provide the joint legislative action committee with a proposal approved by the state board is Feb. 15. In order to comply with that deadline, the subcommittee took feedback from previous surveys of the subcommittee and determined a starting point for discussions, with the goal of taking recommendations to the entire commission in December, presenting the proposal to the State Board in January as a topic of consideration, and setting it for a vote of the State Board in early February.</p>
<p>Rep. Craig Horn, R-Union, attended both the commission’s meeting and the subcommittee meeting. He spoke at the end, encouraging the subcommittee to continue its hard work but to try not to develop a model out of fear of sanctions. “If we don’t put requirements, nothing’s going to happen,” he said of the legislative sanctions. “You can say it will, but history shows pretty clearly, we’re all so busy doing what we do. But don’t let fear of failure be a deterrent.”</p>

<p>A North Carolina appeals court has overturned another lower-court decision that prevented law enforcement officers from shutting down certain kinds of video sweepstakes machines through which patrons who buy gift cards can win prizes. A three-judge panel on Tuesday threw out a 2017 permanent injunction that declared sweepstakes prohibitions didn’t apply to the Gift Surplus kiosk machines marketed by Sandhill Amusements.</p>
<p>The state Supreme Court overturned a similar 2015 injunction involving an earlier version of the kiosks. But changes were made to the machine games, leading to the second injunction from an Onslow County judge. Court of Appeals Judge Hunter Murphy wrote that the machines still violate the ban because the sweepstakes are conducted through “an entertaining display” in the form of video games that look like slot machines.</p>

<p>By a vote of 6 to 2 on Monday, the Lumberton City Council rejected offering newly elected Republican Congressmen Dan Bishop office space in City Hall for free. The issue was tabled during the council’s Council Policy Committee meeting on Wednesday after a contentious exchange between Mayor Bruce Davis and Councilmen John Cantey and Chris Howard over the amount of rent Rep. Bishop should pay for a three-room, 392-square-foot space on the third floor of City Hall.</p>
<p>This time, there was no argument as Councilman Leroy Rising offered a motion to rent the offices for free, and Councilman Owen Thomas seconded the motion. A substitute motion by Cantey to make an offer of $457 per month passed. “A majority of the council agreed on option one,” Cantey said. “I recommend we accept the recommendation of the majority.”</p>
<p>An offer of $1-a-year rent had been extended to Rep. Bishop before Wednesday’s planning meeting last week, But Cantey and Howard objected, saying the council had been excluded from the process, and the council tabled the matter. The city gave a similar deal to Republican Congressman Robert Pittenger, but Cantey noted that former Democratic Congressman Mike McIntyre was charged $800 per month although for a larger space. The $457 is based on square-foot rate equal to what was charged McIntyre.</p>

<p>Starting in December, Charlotte Douglas International Airport is scheduled to begin a $600 million project to rebuild and expand the terminal lobby. The project is expected to take five and a half years, making it from start to finish one of the longest construction projects in the city. The lobby of the airport was built in 1982, when the airport served 4 million local passengers a year. There are now 15 million local passengers. Jack Christine, the airport’s chief operating officer, saidthat construction will last 68 months because the airport has to keep handling passengers. “The goal is to incrementally add capacity as we move through that five-and-a-half-year cycle,” Christine said. The project won’t be funded from the city’s general fund. Much of the $600 million will come from passenger facility charges that are part of the price of a ticket. Council members are scheduled to vote later this month on construction contracts for the project. </p>

<p>Charlotte Area Transit System wants to City Council to approve a $50 million design contract so the transit system can know how much a new light rail project will cost. But some council members are concerned about spending the money before the city has funding to pay for the 26-mile LYNX Silver Line. When Charlotte was planning the original light rail line, the city first asked voters to approve a half-cent sales tax for transit in 1998. With that money in place, the city began spending millions of dollars on design to understand how much the Blue Line would cost.</p>
<p>But for the Silver Line, CATS wants to do things in reverse. It wants City Council to approve a $50 million engineering contract with WSP USA. But CATS hasn’t shared with the public how it might pay for the Silver Line, which would run from Matthews to Charlotte Douglas International Airport – and possibly across the Catawba River into Gaston County. It’s been estimated to cost at least $3 billion. That concerned council member Ed Driggs. “We can’t commit to $50 million on speculation,” Driggs said. “What assumptions are you making about the amount of federal funding we’re going to get as a result of the federal process?” Council members will be asked to approve the $50 million contract later this month. </p>
