To restore

pg_restore --no-privileges --no-owner --dbname=postgresql://username:password@host:port/database file.sql

You can give the password inline. It won't prompt

When password has special characters it is giving below error for command ::
pg_restore --no-privileges --no-owner --dbname=postgresql://username:password@host:port/database file.sql

pg_restore: error: invalid percent-encoded token:
