This could ease your struggle 😄

sudo apt-get install postgresql-client libpq5 libpq-dev

then install globally with:

sudo gem install pg

sudo apt-get install libgmp3-dev

Another approach I need upgrade the pg version and postgres version, so was re-install libpq-dev
