# HIP 103: MOBILE Oracle Hex Boosting
## Summary
This Helium Improvement Proposal (HIP) discusses how Oracle Boosting rewards are calculated and creates three (3) new Oracles:
1. Urbanization Oracle - encourages deployments in urbanized areas
2. Footfall Oracle - incentives deployments in areas that have heavy footfall traffic
3. Land Type Oracle - discourages deployments that cover empty fields and bodies of water

## Proposal Details
If passed, the implementation of this HIP will establish the three (3) above Oracles, which will provide a multiplier to deployments modeled coverage points based on Oracle outputs. The Oracles are set to identify areas in which MNVO's may want cheaper coverage options. Each Oracle will be implemented separately. The Urbanization Oracle will be released first, followed by the Footfall Oracle, and then the Land Type Oracle.

* This HIP is considered approved if 67% of the voting power is reached.
* This HIP must reach the quorum of 100,000,000 veMOBILE to be considered valid.
