## Summary
This HIP outlines important aspects of adding Wi-Fi access points to the Helium Mobile Network. It describes location verification during onboarding for indoor access points and suggests approaches to continuously verify the locations of such access points.
Additionally, the HIP proposes an algorithm and reward structure for Wi-Fi access points similar to what is defined in HIP-74 but adjusted for the technical specifics of Wi-Fi compared to CBRS radios.

## Proposal Details:
**If this proposal passes, the following changes will be made to the MOBILE subNetwork:**
A new hotspot category of Wi-Fi devices will be created as a rewardable device providing a data transfer service on the MOBILE network for SIM authenticated Mobile devices.
Rewards for these devices will be defined in accordance with the asserted location Res12 hex size rewarding system defined in HIP 74.
Indoor devices will not be required to have GPS for location definition and can be self asserted. They will periodically reassert location and be rewarded for only that asserted hex location.
Outdoor devices are required to have a GPS module to define the location and a process for proving additional hex coverage will be later defined or will use the CBRS CPI process. They will be rewarded for additional hex modeled coverage
Rewards calculations will use the same heartbeat and speed test multipliers used with the Mobile Genesis approach in HIP 74 with the addition of a location trust score as a multiplier.
**If this proposal does not pass within 7 days, then it will expire and will not have any effects on the Helium Network.**

## Approval Requirements:
This HIP is considered approved if 67% of the voting power is reached.
This HIP must reach the quorum of 100,000,000 veMOBILE to be considered valid.
