var r=c1=c2=0;
should be
var r=0,c1=0,c2=0;
to avoid javascript errors.

Code doesn't work well. See:

var a = "😉";
Base64.encode(a); // "7aC97biJ"

But the right encoding should be: "8J+YkA=="
