woocommerce_terms_is_checked is not working in new version,you can use:
woocommerce_terms_is_checked_default ,

@suifengtec Thanks! Not sure why we changed the hook name (there should be a pretty darn good reason to change a hook name) but I now added a line so it works with WC 2.0 + WC 2.1. Thanks again. :)

Just a note: this can be simplified to add_filter( 'woocommerce_terms_is_checked_default', '__return_true' );

Just a note: this can be simplified to add_filter( 'woocommerce_terms_is_checked_default', '__return_true' );
