Resource Wars is a legacy deck builder game. The goal of the game is to have a
point total of 30 in play in one turn. Each player does this by purchasing
cards from the communal pile when they are the active player. Some cards can be
"destroyed", that is, actually torn up and removed from the game permanently.
This is where "legacy" comes in - how you play the game will impact future
games.
At the beginning of the game, evenly distribute the Raw Coal, Raw Oil and Raw
Gas cards randomly between all players. If there aren't enough cards for each
player, then try to make do. Each player shuffles their decks and draws 5
cards.
Next, take 5 cards from the communal deck and place them within view of all
players. This is the trade row.
Each player takes turns. A turn consists of players gaining points by placing
cards from their hand into play, and spending points to purchase cards from the
trade row. Purchased cards go to the active player's discard pile, and a new
card is placed in the trade row from the communal pile.
At the end of the active player's turn, all non-permanent cards in play are
placed in the active player's discard pile, along with that player's remaining
hand. Then, they draw another 5 cards for their next turn.
If a player would draw a card from an empty deck, then they shuffle their
discard pile into their deck.
