Definition of a vtuber

A virtual YouTuber is an online entertainer who uses a virtual avatar generated using computer graphics. A growing trend that originated in Japan in the mid-2010s, a majority of VTubers are Japanese-speaking YouTubers or live streamers who use anime-inspired avatar designs. - Wikipedia

A Virtual Youtuber (usually called as VTuber) is a Content Creator, usually on Youtube and Twitch that uses a virtual persona (e.g. a Virtual Avatar) as their main, but not exclusive, presence in their content. For example, Phia, from the Virtual Reality Show, was seen various times with a webcam on both her youtube channel and her twitch, whilst being widely regarded as a VTuber.

A VTuber does not necessarily need to play a character, although that is a common choice. The afformentioned Phia plays herself or, in other words, does not play a character. The same goes for me, JK. Some VTubers play a character with next to no description so that it's ambiguous enough for it to not be relevant, as is the case for Pikamee Amano, who is allegedly a monster of gamer energy with human form. Since this only changes her teeth and a few other minor aspects, it is not important. - A VTuber on reddit

Kazuma#1914 and https://www.youtube.com/watch?v=I39bWyTmW48 has convinced me that Annoying Orange counts as a vtuber because of the Wikipedia description of Annoying Orange:

Annoying Orange is an American live-action/animated comedy web series created by former Minnesota film student and MTV production assistant Dane Boedigheimer in 2009. It stars its creator as an anthropomorphic orange who annoys fruits, vegetables, and various other objects by telling jokes and puns

Annoying Orange is not a Vtuber, but an animation channel.

From a technical perspective, yes, but Vtuber is more complicated than that.

If you take away that complicated process, you know with Annoying Orange's gaming channel, they're technically doing a some what similar concept to the Vtubers. Do Vtubers really have to have a live animated avatar to be classified as one?

Not really. It can be still images but movable avatar would appeal more viewers. It is really simple to just slap an avatar on the screen.

Its a long running joke.

There is no virtual avatar.

I disagree. Annoying Orange's livestreams may use Motion Tracking technology to photoshop the mouth & eyes onto an orange, but there is no virtual avatar. Annoying Orange could be an advanced pngtuber tho
