I managed to get this config working just by adding the below.

compactor:
  working_directory: /var/lib/loki
  shared_store: filesystem
  compactor_ring:
    kvstore:
      store: inmemory

You can probably cut the config down altogether by using the common key. I'll give that a go and post my result here if I have any luck with that.
