Clean install of dev sublime-text for Linux results in a license key prompt, no further exception is allowed, sublime-text exits without a license key.
As @MrMetric pointed out the link that sublime text uses to verify the license, one way to avoid the license key check may be to add license.sublimehq.com to your hosts file at /etc/hosts/
