Created by following the steps mentioned here: http://datameet.org/2016/08/12/guide-on-digitizing-static-maps/

full-city image Warped to web-map here: http://mapwarper.net/maps/15921
..then boundaries manually traced on top of it using http://geojson.io , and saved directly to this gist.

Disclaimer: In case you didn't get it, these boundaries have been manually traced over low-res image maps. Inaccuracy is inevitable. Use with your own wisdom. If you find an error, kindly fork, correct and share link / pull request of corrected map.
