Look at what we have today for example. If we use lukes magical secret numbers.. 
that counts spv.. lol... most of the nodes are far outdated or running the more recent yet still vulnerable code.

Let's say in best case we're all running nodes, or like let's say 90% of capable people on the planet are.. 
but mining has come down to a state military protected op.

The things in the way are.. exchanges, laws, and military/state security of the product.

If we.. the 90% decide we didn't like their new rules they tried pushing in to our clients
and we stopped accepting their blocks effectively making a fork of *us vs them then we 
would also need to then compete with their hash power to maintain our chain. If the FULL 90% bails over, 
then they could move their full hashrate over and start attacking it until everything is just...ded... 
then go back to doing what they do

plus.. the whole exchange thing... would they accept our fork?
And laws
will merchants accept our fork
This starts to look even worse when you realize we'll never get the FULL 90
