Dockerfile to compile scikit-image 0.17.1 and dependencies on arm64 (including Jetson Nano). 1) scikit-image 0.17.1 needs UTF-8 as the default to build 2) imagecodecs 2020.2.18 does not compile natively on Ubuntu 18.04 anymore without an updated libtiff
