I prefer no-unused-vars to have args: after-used https://eslint.org/docs/6.0.0/rules/no-unused-vars#args-after-used
also please edit semi: 1 to be semi: 0 :)
Consider adding https://github.com/lydell/eslint-plugin-simple-import-sort

The rest looks good to me. There are a lot of rules and I looked at most but I may need to add it to a project and check the errors to really see if any rules are wacky. No time for that now though

I gave my defense of semi: 0(no enforcement of semi-colons either way) but I'll summarize here.
Using or not using semicolons is a style preference and not an error-causing or disruptive(syntax or visual) practice. Though there are a few instances where relying on ASI can cause errors, those cases will be linted anyway. It can be very difficult for developers who use other languages to break the habit of terminating a line with a semicolon or add one. Javascript has a long history of developers using semicolons though I can see how some prefer to not see them.

On arrow fn parenthesis I fall in the "always" camp but think that should remain unlinted. Is there even a rule for that?

As long as we are standardizing around a linting/prettifier configuration and developers no longer going to prettify/lint files with local editor settings. I don't see an issue with semi: 0 myself
