I had to replace all instances of "Sublime Text 3" with "Sublime Text".
Also, you can also remove the entries with this.
I have summarized everything from above for the sake of simplicity in a script and adapted it for Sublime Text 4. Just save it as .bat and run it as administrator:

You can use
HKEY_USERS\{the-account-SID}\Software\Classes
instead of
HKEY_CLASSES_ROOT
That way you don't need admin rights.
- create add_ST_to_context_menu.txt file,
- paste the code in it,
- rename to add_ST_to_context_menu.bat
- put this bat file into same folder as sublime_text.exe ,
- then run the bat file as Admin
