You need the testing copr repos on your system (can be disabled).

$ sudo dnf copr enable pvalena/rubygems-testing
$ sudo dnf copr enable pvalena/ruby-testing

Alternatively, you can remove --enablerepo='copr:...', but you'll get slightly different result.
