Thank you for the script, short and nice. At a CentOS 6.10 with Tomcat 8 compiled with Ant, this script worked manually but not at boot.
It was the line /bin/su $TOMCAT_USER -c $CATALINA_HOME/bin/startup.sh
It had to change to use runuser instead of su as in:
/sbin/runuser -s /bin/sh $TOMCAT_USER $CATALINA_HOME/bin/startup.sh
