If I turn on “Auto update for every users.” error11 will come back
@megabitsenmzq and others - I faced the same issue at work but not at home. So it seems to me that if your are in a protected network (like work or corp) you will get this error. It will update and show the new version but it will also show the error message. Just get out of the network and try and probably you'll see the relaunch button.
I disabled GoogleSoftwareUpdateAgent in startup list and it worked for me.

In general, removing the folders may not fix the issues for all users. Instead, we recommend trying the latest Google Software Update version and also checking the firewall settings that may be blocking updates.
