My Dockerfile uses "FROM bitnami/php-fpm:7.2" rather than the Apache container. So I will use

FROM bitnami/php-fpm:7.2
RUN apt-get update && apt-get install -y libpq-dev && docker-php-ext-install pdo pdo_pgsql

This could work but you'd have to ensure that your apache handles requests to php though PHP-FPM
