Firstly, and most importantly: the Culture doesn't really exist. It only exists in my mind and the minds of the people who've read about it.
That having been made clear:
The Culture is a group-civilisation formed from seven or eight humanoid species, space-living elements of which established a loose federation approximately nine thousand years ago. The ships and habitats which formed the original alliance required each others' support to pursue and maintain their independence from the political power structures - principally those of mature nation-states and autonomous commercial concerns - they had evolved from.

After allowance has been made for abnormal circumstances, the social institutions, ideas and habits of groups in the outside world are to be found reflected in a Prisoner of War Camp. It is an unusual but a vital society. Camp Organization and politics are matters of real concern to the inmates, as affecting their present and perhaps their future existences. Nor does this indicate any loss of proportion. No one pretends that camp matters are of any but local importance or of more than transient interest, but their importance there is great. They bulk large in a world of narrow horizons and it is suggested that any distortion of values lies rather in the minimization than in the exaggeration of their importance. Today... today, El Salvador has broken all the records. Today, El Salvador has broken all the records of all the democracies in the history of the world. In the history of the world, since the dawn of democracy, no political project had ever won by the number of votes that we won with today. It's literally the greatest landslide in history. It is the greatest difference between first and second place in all of history.
And we haven't just won the Presidency for the second time, receiving over 85% of the votes; we have also won the Legislative Assembly, taking 58 out of 60 seats. At the very least. [Yes we did!] Of course we did it! 58 out of 60 at the very least. Likely more. This would be the first time that there is a single ruling party in a fully democratic system. All of the opposition, all together, has been pulverized.

We need orders of magnitude more weapons.
We must restore the balance of power.
America's defense industrial base, which has helped to deter war and maintain peace for decades, has failed to keep pace and adapt with the times. It is being left behind by evolving great power threats, technological innovations in areas such as low-cost robotics and artificial intelligence, and a commercial manufacturing revolution that is enabling the hyper-scale production of everything from self-driving cars to reusable rockets to intelligent devices of all kinds. America and our allies increasingly lack the industrial capacity to deter—and, if necessary, fight and win—a great power conflict.
